National Geographics Topo
The authors of the The Complete Guidebook to & Atlas of Route 66 made available the companion data file for the National Geographic TOPO software.

There are two versions of the software that should be able to handle this data:
- National Geographic Back Roads Explorer (recommended)
- National Geographic TOPO!
This product is available state per state and not as economic as the back roads explorer.

Using this file and software might not work in all cases, I've never tried it myself. Do let me know how it worked for you.
